yesterday I spoke with a Spanish gentleman and said "hace un poco frio" to which he laughed and said that the translation of that was "it is hot" and I should not have included the word "poco", did I understand him correctly?

I am by no means an expert and your phrase makes sense to me. The only explanation I can think of for his response is that the poco perhaps makes it mean it's only a little cold which makes it the opposite which is hot? I'm just guessing.

hace poco frio means it is not very cold, therefore either warm or hot. "Hace frio", or " hace un poquito de frio" is it's cold, or it's a little cold
